关于印发《学习宣传贯彻党的十九大精神工作方案》的通知

学习宣传贯彻党的十九大精神工作方案

 

为认真学习宣传贯彻党的十九大精神,根据《中共攀枝花市委办公室关于印发〈学习贯彻党的十九大精神工作方案〉的通知》(攀委办〔2017125号)精神和市委宣传部、市委组织部、市直机关工委相关要求,现就我委开展学习宣传贯彻党的十九大精神提出如下工作方案。

一、总体要求

以党的十九大报告为基本内容,围绕“新时代、新征程、新思想、新方略”的要义和内涵,按学懂弄通抓实的要求,精心组织,周密部署,广泛深入开展党的十九大精神学习教育,真正把贯彻落实党的十九大精神体现到民族宗教工作的实践上,创新推动民族宗教工作再上新台阶。

二、具体措施

(一)扎实抓好委机关党的十九大精神学习宣传

1及时传达学习。迅速将党的十九大精神传达到机关全体党员干部,每位党员开通信息化学习平台,参与网络知识问答、党课展示、利用网站和微信共享知识、编发学习微博等多种形式,增强学习的及时性、针对性、有效性。

2党员领导干部带头学习。委党组中心组要把学习党的十九大精神作为重点内容,中心组成员要先学一步、深学一层,带领机关全体党员采取集中学与自学相结合、学习与交流相结合等方式,把每一点都领会深、领会透,带动广大党员干部要把学习党的十九大精神同学习新党章,“转观念、转作风、提能力”结合起来,密切联系思想和工作实际,学思践悟、融会贯通,内化于心,外化于行。要求每人必须撰写一篇党的十九大精神的心得体会,主要领导的心得体会不少3000字,其他县级党员干部不少2000字,科级及以下党员不少1000字。

3.组织交流讨论。机关党支部要利用“三会一课”、“党员学习日”等活动,组织机关全体党员干部全面学习党的十九大精神并开展交流座谈,结合党的十九大报告中涉及民族宗教工作论述,畅谈学习体会和感受,每位参会人员都要作专题发言。

4.举办培训班。围绕“转观念、转作风、提能力”,聚焦大力推进“四个加快建设”,做好“钒钛、阳光”两篇文章,举办1期全市民宗系统干部综合能力提升班。 (二)深入基层做好党的十九大精神宣讲

1.深入民族地区宣讲

宣讲内容:重点宣讲新思想、新战略和“实施乡村振兴战略,支持革命老区、民族地区、边疆地区、贫困地区加快发展,深化民族团结进步教育,铸牢中华民族共同体意识。”相关内容。

宣讲形式:结合“走基层、解难题、办实事、惠民生”活动和精准脱贫工作,采取“集中宣讲+入户谈心”形式,由党组成员带队,深入民族地区和对口帮扶村,面对面向当地少数民族群众宣讲,组织村社干部和党员到相对发达地区学习、参观、考察。

宣讲效果:帮助少数民族群众转变思想观念,提高村民爱党爱国爱家乡的思想觉悟,激发苦干实干热情,发扬自力更生精神,共同打赢脱贫攻坚战,积极推进全面小康社会建设。

2.深入宗教领域宣讲

宣讲内容:将党的十九大报告中“全面贯彻党的宗教工作基本方针,坚持我国宗教的中国化方向,积极引导宗教与社会主义社会相适应”相关内容与全国、全省、全市宗教工作会议精神的学习宣传贯彻有机结合;将党的十九大精神学习宣传贯彻与宗教工作多点结合,推动 “法律进寺观教堂”、“和谐寺观教堂”创建、社会主义核心价值观教育、爱国主义教育等取得新进展。

宣讲形式:以集中学习、座谈讨论、举办讲座、印发资料、开办宣传栏以及利用讲经布道、宗教活动等时机开展全方位的学习宣传教育。举办1期全市宗教界人士学习培训班。党组主要领导要亲自讲,其他班子成员深入宗教活动场所、深入信教群众中去宣讲,讲深讲透。要求各宗教团体、宗教活动场所定期组织人员开展学习,加大对教职人员和广大信教群众的学习宣传。

宣讲效果:提升宗教界人士的政治敏锐性,引导宗教界爱国爱教,弘扬各教之长,尽各教之力,服务社会,与社会主义社会相适应。

三、氛围营造

把学习宣传贯彻党的十九大作为当前头等大事和首要任务,以高度的责任感和使命感,综合运用多种方式,深入推进、掀起高潮,在全委营造团结奋进、昂扬向上的浓厚氛围。围绕学习贯彻党的十九大精神,充分运用市民族宗教事务委员会网站、机关局域网板报、宣传栏、LED电子屏幕等现有宣传手段,大力宣传贯彻落实党的十九大精神,丰富宣传内容,创新宣传形式,扩大宣传范围,强化宣传效果。

四、工作要求

(一)高度重视,精心组织。党的十九大是在全面建成小康社会决胜阶段、中国特色社会主义进入新时代的关键时期召开的一次十分重要的会议。学习好、宣传好、贯彻好党的十九大精神是我委当前和今后一个时期的首要政治任务。各科(室、校)、机关党支部要以高度的政治责任感,严格落实意识形态工作责任制,加强组织领导和统筹协调,密切协作配合,共同抓好学习宣传贯彻党的十九大精神工作。

(二)细化措施,务求实效。要把学习宣传贯彻党的十九大精神与确保圆满完成全年工作任务、科学谋划明年工作思路,突出工作重点,创新工作方式和方法,不断提升民族宗教干部能力水平有机结合起来,细化各项工作措施,创新推动民族宗教工作。

三)结合实际,专题调研。围绕学习贯彻党的十九大精神,认真分析总结2017年民族宗教成效,查找不足,创新突破,深入开展专题调研,形成一篇有新思路、新措施、新亮点的调研成果,并按照要求及时上报市委。

(四)强化督导,评估效果。委党组要加强对学习宣传贯彻党的十九大精神情况进行督导检查,结合民族团结进步、宗教事务管理、精准扶贫、信访维稳等重点工作完成情况,对单位学习宣传贯彻党的十九大精神成效进行评估。
